⚠ Preliminary notice: while the base jurisdiction and flood zone are identified, zoning setbacks, maximum lot coverage, wetland buffers, tree preservation rules and physical utility tie-in distances need a regulatory review to determine your true buildable envelope.

What is different about land in Volusia County
Volusia's Natural Resource Management Area overlay and the springs rules around Volusia Blue Spring can change what a west-side lot can hold. Lots on unpaved or privately maintained roads draw extra review on access and road maintenance before a permit will issue.
Minor splits in unincorporated Volusia are reviewed by Planning and Development Services when the new lots meet the zoning minimums and have legal access. Unpaved-road frontage is the issue that most often turns a simple split into a negotiation.
Volusia rezonings go to the Planning and Land Development Regulation Commission and then County Council. The comprehensive plan's land use category, and the NRMA where it applies, frames what staff will support.
DeLand, Deltona, Orange City and DeBary sit next to large unincorporated areas. Annexation is typically tied to city water and sewer, and some cities ask for an annexation agreement before they will extend service.

Land Due Diligence
Find out what a parcel allows before you buy it, split it or build on it.
When you build your home, ADU or garage with Brightview Homes, every dollar you paid Brightview for due diligence, entitlements and demolition coordination is credited back against your construction agreement. Pre-construction fees are credited in full against the construction contract price at signing.
Applies to full-cycle building agreements (a home on your lot or custom home, a turnkey ADU, or a custom detached multi-car garage or workshop) with a contract value of $100,000 or more.
Fees are earned as each filing, audit or field visit is completed and are not refundable. The credit is applied against the final construction draw or the pre-construction contract balance, never paid out in cash.
Credits stay valid for 12 months from delivery of the completed work or permit closeout.
The credit covers Brightview's fees. Surveyor, engineer, attorney and government fees are paid directly to those providers and are not part of the credit.

Find out what the land allows
Bought it, inherited it or about to buy it. We read the zoning, flood maps, wetlands and utility records for your exact parcel and confirm the parts that matter with the county.
A lot split, a rezoning, an annexation, a plat or a variance. We prepare the application, work with staff and present at the hearing, including requests that were turned down before.
A teardown before a new build, a house damaged by fire or storm, or a house the city has ordered demolished. We pull the demolition permit, demolish it, haul it off and grade the lot.
Working drawings, Florida-stamped engineering and energy calcs, priced by the builder who would build it. Or bring your own plans and we run the permit to issuance.
DeLand, Deltona, Daytona Beach, New Smyrna Beach, Orange City, Port Orange, DeBary, and the unincorporated county around them. City permitting offices are listed in our building permits by city guide.
